Upload a file and wait for validation.

Check the returned status before using the resource. For other files, use --kind artifact. See dataset format.
Dataset uploads are limited to 256 MiB, matching the training limit. Artifact
uploads are limited to 8 GiB.
list
List uploaded resources.
