Complete upload
Submit the uploaded file for validation. Returns 202; poll Get upload until terminal.
Every part must be confirmed first. An accepted response normally has
status: "processing"; it does not mean validation or publication succeeded.
Retrying completion for a completed session or a processing session with an
established run returns the current session rather than starting another run.
